PTA Message
A UTR/Teamster strike looms imminent. It could occur as soon as Dec. 3rd.
In the probable event of a strike, WCCUSD families have 2 options: Send your kids to school, or keep them out. The district maintains that schools will remain open, but schedules, staffing, and activities may look different. (The teachers, cafeteria/janitorial, support staff will not be there.) Our teachers ask the community to respect their picket line and not cross it. Each family must make their own decisions through this process.
Options for alternative childcare:
-I Flip Gymnastics is offering a paid daytime experience they’re calling “No School Week” camp; registration is here. [May be Full. Unsure if spots will be added.]
-El Cerrito Martial Arts is doing something similar; open this link and click on “Potential WCCUSD Strike Camp” for details.
-Community Organizing. This is something we need to come together on as a parent/guardian community.

Dear Harding Community,
As you may be aware, the West Contra Costa Unified School District (WCCUSD) and the United Teachers of Richmond (UTR) have not yet reached an agreement in their current negotiations. This means a teacher strike is possible after break. (It seems more imminent by the day. So please help us spread the word.) We want to keep you informed about what this could mean for our school, how to prepare, and how to support our community-while also explaining the important limitations on what the PTA can and cannot do during this time.
What to Expect if a Strike Occurs
• School operations
WCCUSD has stated that schools will remain open during a strike. However, staffing levels may vary. Instructional plans, supervision capacity, and daily routines may look different from normal.
The district will send official updates about schedules, services, and any adjustments through their official communication channels. Parent Square is the primary source.

• Attendance
Families may choose whether to send their students to school. The district will communicate how attendance will be recorded during a strike and what the expectations are.
• Student experience
Please be prepared that if a strike occurs:
- Classes may not follow typical instruction.
- Substitute teachers, central office staff, and site administrators may be leading groups.
- Some extracurricular activities, events, or after-school programs may be modified or canceled depending on staff availability.
• Length of Strike
Due to the nature of negotiations, we do not have set start and end times for this. We are hearing a tentative strike could begin around Dec.3rd/Dec.4th. But we will be given 48 hours notice. We do not know how long it will last. At this point, as parents, we must prepare for an uncertain, unfolding timeline.
How Families Can Prepare
- Make backup plans for care in case the school day looks very different or if you decide not to send your child.
- Stay connected by checking email, ParentSquare, district messages, and your school’s communication channels regularly.
- Talk with your child in age-appropriate ways about why school may look different and reassure them that adults will ensure their safety.
- El Cerrito Martial Arts and iFlip are offering Strike Camps. (Applications and Pricing can be found on their sites, and our Slack general channel.)
How to Support Our School Community
Many families have asked how they can help both students and staff during this uncertain time:
• Support students and one another:
Check in with families who may need childcare, rides, or other support. We need some grassroots creative thinking about how we can work together as a community to support/coordinate childcare. This part has to be a collective/individual effort by all of us. It would be amazing to reach out to families that may need more support. There are some families that might want to keep their child home in solidarity, but don’t have the resources.
We ask you all to work together- to reach out to your classroom/grade parents and ask if anyone can lead/help set up daycare groups, places for kids to be taken care of during the work day, and anything else you could think of related to this.
• Show respect for all members of our school community:
Regardless of individual opinions about the negotiations, please help model kindness and patience for our students.
• If a strike happens and you wish to support teachers:
Families may visit picket lines. Any participation should be as private individuals, not as representatives of school organizations. Parents are also putting together and distributing a spreadsheet soon to coordinate support of the picket line- like water, snacks, etc. (Visit https://flow.page/utr1 to begin)
The PTA’s Role During a Strike
The PTA’s mission is to support all students, and we are required by state PTA guidelines to remain strictly neutral on labor disputes.
This means the PTA:
- Cannot endorse or oppose the strike.
- Cannot encourage families to take a specific position.
- Cannot use PTA funds, communication channels, or events to support either side.
The PTA can continue supporting students by funding previously approved programs, communicating factual updates, and helping maintain community connection. All messaging from the PTA must remain neutral and focused on student well-being.
Understanding District vs. Teacher Communications
During contract negotiations and especially during a strike, communication may come from multiple sources:
District Communications
- Come from WCCUSD leadership.
- Provide official updates on school operations, schedules, meals, after-school programs, and safety procedures.
- These should be considered the authoritative source on what will happen at school.
Union/Teacher Communications
- Come from the United Teachers of Richmond
(UTR) or individual educators. - Often focus on negotiations, working conditions, or reasons for the strike.
- These are important perspectives but are not official operational updates about school services.
Hearing different messages from both sides can be confusing. Our school will do our best to share verified, neutral information that helps families understand what directly affects students.
Staying Informed
Please watch for:
- Official emails or texts from WCCUSD
- Updates from your school administration
- Any changes to schedules or services
- PTA updates strictly related to school operations and student support
We will continue to communicate as soon as we receive confirmed information.

Based on procedural timelines, we expect the strike could begin around Dec.3rd or 4th. The Union/District will announce this, giving a 48 hour notice. There is no way to determine the length. (The longest recent strike in Oakland lasted 8 days. Some resolve within a couple days.)

ストライキはどれくらい続きますか？不明です。
PTA および校長からのメッセージ
UTR／Teamster のストライキが差し迫っています。早ければ 12 月 3 日にも発生する可能性があります。
ストライキが起こる可能性が高い場合、WCCUSD のご家庭には 2 つの選択肢があります：子どもを学校へ通わせるか、自宅に留めるかです。学区は学校を開校すると述べていますが、スケジュール、人員配置、活動内容は通常と異なる場合があります。（教師、カフェテリア／清掃スタッフ、サポートスタッフは出勤しません。）教師たちは、地域の皆さまにピケットラインを尊重し、越えないようお願いしています。各家庭がこの過程で自分たちの判断を行う必要があります。
代替的な託児オプション：
-I Flip Gymnastics は “No School Week” と呼ばれる有料の日中キャンプを提供しています。登録はこちら。

Harding コミュニティの皆さまへ
ご存知のとおり、West Contra Costa Unified School District（WCCUSD）と United Teachers of Richmond（UTR）は現在の交渉でまだ合意に達していません。つまり、休暇明けに教師ストライキが起こる可能性があります。（日に日に差し迫っているように感じられます。どうか情報拡散にご協力ください。）
私たちは、これが学校にとって何を意味するのか、どのように準備すべきか、そしてコミュニティをどのように支えるかについてお知らせしたいと考えています。また同時に、この期間中 PTA ができること／できないことという重要な制限についても説明いたします。
ストライキが起こった場合に予想されること
● 学校運営
WCCUSD はストライキ中も学校を開校すると発表しています。しかし、人員配置は通常と異なる可能性があります。授業計画、監督体制、日課は通常と違って見えるかもしれません。
学区はスケジュール、サービス、調整情報などを公式の連絡手段を通じて発信します。ParentSquare が主な情報源です。

● 出席
ご家庭は子どもを学校に通わせるかどうかを選択できます。学区はストライキ期間中の出席の扱いと期待事項について連絡します。
● 生徒の学校体験
ストライキが起こった場合、以下の可能性があります：
授業は通常のカリキュラムに沿わない場合があります。
代替教師、中央事務局スタッフ、学校管理者がグループを担当することがあります。
課外活動、イベント、放課後プログラムはスタッフの状況に応じて変更・中止になる場合があります。
● ストライキの長さ
交渉の性質上、開始日・終了日は確定していません。12 月 3 日または 4 日頃にストライキが開始される可能性があると聞いています。しかし、48 時間前に通知があることになっています。どれくらい続くかは分かりません。現時点では、私たち保護者は不確実で変動するタイムラインに備えなければなりません。
ご家庭ができる準備
学校の一日が大きく変わる場合や、通学させない場合に備えて、託児のバックアップ計画を立ててください。
メール、ParentSquare、学区からのメッセージ、そして学校からの連絡を定期的に確認し、情報を得続けてください。
子どもと、学校がなぜ通常と違って見える可能性があるのか、年齢に合った形で話をし、大人たちが安全を守ることを伝えて安心させてください。
El Cerrito Martial Arts と iFlip はストライキキャンプを提供しています。（申し込みと料金は各サイトや Slack の general チャンネルにあります。）
学校コミュニティを支える方法
多くのご家庭から、この不確実な期間に生徒やスタッフをどのように支援できるか質問を受けています。
● 生徒とお互いを支える
託児、送迎、その他のサポートを必要としている可能性のある家庭に声をかけてください。
私たちがコミュニティとして協力して託児を調整できるよう、草の根的な創造的取り組みが必要です。
これは私たち全員の共同・個人の努力で行うものです。
一部の家庭は連帯のために子どもを家に留めたいと思っていても、実施するための資源が無い場合があります。
そうした家庭に声をかけて支援できれば素晴らしいことです。
クラス／学年の保護者同士で連絡を取り、託児グループの立ち上げや、平日の子どもの預け先などの取り組みを主導したり、協力できる人を募ってください。
● 学校コミュニティのすべてのメンバーを尊重する
交渉に対する個別の意見に関わらず、生徒の前で思いやりと忍耐を示すことにご協力ください。
● ストライキが発生し、教師を支援したい場合：
ご家庭はピケットラインを訪れることができます。ただし、学校組織の代表ではなく、個人としてご参加ください。
また、保護者たちは水や軽食など、ピケットラインの支援を調整するためのスプレッドシートを間もなく作成・共有する予定です。

ストライキ期間中の PTA の役割
PTA の使命はすべての生徒を支援することです。また、州の PTA ガイドラインにより、労働争議については厳格に中立であることが求められています。
つまり PTA は：
ストライキを支持することも反対することもできません。
家庭に特定の立場を促すことはできません。
PTA の資金・連絡手段・イベントを用いていずれかの側を支援することはできません。
ただし PTA は、既に承認されたプログラムの支援、事実に基づく情報の共有、コミュニティのつながり維持を通じて生徒を支援し続けることができます。
PTA のすべてのメッセージは中立で、生徒の福祉に焦点を当てる必要があります。
学区からの連絡と教師側の連絡の違いを理解する
契約交渉中、特にストライキ中は、情報が複数の発信源から届くことがあります。
● 学区からの連絡
WCCUSD の指導部から発信されます。
学校運営、スケジュール、食事、放課後プログラム、安全手順などについての公式更新を提供します。
学校で何が起こるかについての 権威ある情報源 として扱われるべきです。
● 組合／教師からの連絡
United Teachers of Richmond（UTR）または個々の教育者から発信されます。
交渉、労働条件、ストライキの理由などに焦点を当てることが多いです。
重要な視点ではありますが、学校サービスの公式運営情報ではありません。
双方から異なるメッセージが届くと混乱することがあります。
私たちの学校は、生徒に直接影響する情報を家族が理解できるよう、確認済みの中立的な情報を共有するよう努めます。
