PTA Message

Dear Harding Families, We pass along a Teacher Bargaining Update on the current UTR/WCCUSD Impasse:

The Public Employment Relations Board (PERB) has officially assigned a neutral panelist to this case and to the Teamsters’ case. This marks the final stage of the statutory impasse procedures – the last step before UTR and the Teamsters are legally authorized to strike if an agreement is not reached.

What This Means

The neutral panelist for the UTR case will convene a three-member panel – with one panelist appointed by UTR, and one by the District, on or before November 6, 2025. This panel will hold a formal hearing at which both sides present arguments in support of their proposals. After the hearing, the neutral panelist will issue a non-binding report with settlement recommendations within 20 calendar days (i.e., on or before November 26, 2025). Once that report is released, UTR will have completed the statutory impasse process and will be legally authorized to strike if WCCUSD does not reach an acceptable agreement.

Tentative Timeline

• Panel Formation: Completed – neutral panelist assigned by PERB
• Hearing: Must occur on or before November 6, 2025
• Panelists’ Report Expected: No more than 20 days after the November 6th Hearing, (i.e. November 26, 2025).
• Next Phase: Once the report is issued, UTR will consider the panel’s recommendation. UTR may then issue WCCUSD a 48-hour notice of the commencement of a strike. (We don’t start strikes on Mondays.)

What else will be happening leading up to a possible strike?

• UTR and Teamsters will still be trying to negotiate outside of the hearing and report. If we can reach agreement outside of this report, then we avoid a strike.
• Harding teachers and Teamsters are planning and preparing to go on strike just in case.
• Harding teachers and Teamsters will be asking the community for support in multiple forms, with specific asks, like not crossing the picket line “THE STRONGER OUR PICKET LINE IS, THE QUICKER THE STRIKE ENDS.” (and donations.)
• Harding teachers will continue to update the community as much and as soon as we can.
• Our Harding UTR team has created and will disseminate our “What to do when your teachers go on strike” plan for families in the coming weeks before the break.

*The Harding PTA is not involved in these negotiations, but will continue to keep the community informed with details and updates as we receive them.

If you are interested in volunteering on campus or on study trips, please begin the process by visiting the District volunteer page: Volunteers. If you already have your district volunteer badge (nice work!) be sure to make an appointment with the teacher prior to volunteering in class. Always sign-in with the front office when volunteering. A visible volunteer badge must be worn at all times when on campus. Whenever on campus, remember to be mindful of student confidentiality.

Eye of the Tiger: Insights into the halls & heart of Harding

Spotted on the Blacktop: Two really RAD events! Last week, all grades participated in a BMX anti-bullying assembly AND a Halloween costume parade. (The community turn out at this year’s parade was incredible. The student cheers at the assembly as their teachers were- literally- jumped by bikes!? The best!) Thank you to the ECHS Gaucho Band for providing tunes and flag flare!

Community Bulletin Board

As you may be aware, the ongoing government shutdown may interrupt essential benefits, including Supplemental Nutrition Assistance Program (SNAP) food assistance, which will impact some of our families. In light of this, our PTA is calling on our local community to support our neighbors who are potentially facing a food-security crisis. If you’re able, please consider donating directly to our local food bank in the WCCUSD region: Food Bank of Contra Costa and Solano. (*Direct cash donations to food banks are the most impactful way to give, as food banks are able to purchase food in volume, but donations of non-perishable food are also welcome.) If your family is experiencing food insecurity, the link will direct you to reliable food banks in our area. 

Also, happening by the front office: Harding is partnering with Herms District Boy Scouts for the annual food drive.

Tiffany Carrico, the amazing band teacher at Korematsu Middle School, is excited to offer free band classes at Korematsu on Thursday evenings to current 6th-grade band students.  These classes are open to students from Madera, Mira Vista, Harding, Kensington, Fairmount, and Washington Elementary Schools.  

• Classes will be held at the Korematsu band room.
• 6th-grade band students will meet on Thursdays from 5:00-5:50pm  
• Classes will start on November 13, 2025.

Mensaje de la PTA

Estimadas familias de Harding: Les compartimos una actualización sobre las negociaciones con los maestros respecto al actual Estancamiento UTR/WCCUSD:

La Junta de Relaciones Laborales del Empleo Público (PERB, por sus siglas en inglés) ha asignado oficialmente a un panelista neutral para este caso y para el caso de los Teamsters. PTA および校長からのメッセージ

ハーディングのご家庭の皆さまへ

現在進行中の UTR（教職員組合）とWCCUSD（学区）との交渉の行き詰まり（インパス） に関する教師交渉の最新情報をお伝えします。

公共雇用関係委員会（PERB）の発表

PERBはこの件およびチームスターズの件について、中立的なパネリストを正式に任命しました。これは法的に定められた交渉決裂手続きの最終段階であり、合意に至らなかった場合、UTRとチームスターズが法的にストライキを行う権限を得る直前のステップです。

今後の流れ

UTRのケースにおいては、3名のパネルが構成されます。

• 1名はUTRによって指名
• 1名は学区によって指名
• そして中立パネリストがその調整役を務めます。

このパネルは 2025年11月6日までに開催され、両者がそれぞれの提案について正式な審理で主張を行います。
その後、中立パネリストは20日以内（＝2025年11月26日までに）、和解に関する勧告を含む非拘束的な報告書を提出します。

この報告書が提出されると、UTRは法的手続きをすべて完了し、WCCUSDが受け入れ可能な合意に至らない場合、ストライキを行う権限が与えられます。

予定の概要

• パネル構成： 完了（PERBによる中立パネリストの任命）
• 審理： 2025年11月6日までに実施予定
• 報告書発行： 審理後20日以内（＝11月26日まで）
• 次の段階： 報告書発行後、UTRは勧告内容を検討し、必要に応じてWCCUSDに48時間前通知の上でストライキ開始を宣言する可能性があります。（月曜日にはストライキを開始しません。）

今後の動き

• UTRとチームスターズは、正式審理や報告書作成の前後でも交渉を継続し、合意に達すればストライキは回避されます。
• ハーディングの教師・チームスターズは、ストライキに備えた準備を進めています。
• 地域への支援要請も行われる予定で、具体的には「ピケットラインを越えないこと」や寄付などが呼びかけられます。
  　> 「ピケットラインが強固であるほど、ストライキは早く終わります。」
• ハーディングの教師たちは、できる限り迅速に、そして頻繁に地域への最新情報を発信します。
• ハーディングUTRチームは、休暇前の数週間で「教師がストライキを行う際に家族が取るべき対応」プランを作成・配布予定です。

ボランティアコーディネーターが、すでにルームペアレントやPTA委員会、ハーディングのスタッフと連携して活動を始めています。今年、少しでも時間やエネルギーを分けていただける方は、ぜひご連絡ください。

校内や学習旅行でのボランティアに興味のある方は、まず地区のボランティアページ（Volunteers）から手続きを開始してください。すでに地区のボランティアバッジをお持ちの方（素晴らしいです！）は、教室で活動する前に必ず先生とアポイントを取ってください。

また、校内でボランティアをする際には、必ず事務室でサインインをし、ボランティアバッジを見えるように着用してください。加えて、校内にいる際には生徒のプライバシーに十分ご配慮をお願いします。

カーニバルで見かけた光景：
にぎやかで協力的なコミュニティが一つに！

校庭で発見：めちゃくちゃイケてるイベントが2つ開催されました！🎉
先週は、全学年がBMXの反いじめ集会とハロウィンのコスチュームパレードに参加しました。

今年のパレードには本当にたくさんの地域の方々が参加してくれました。そして集会では、生徒たちの先生が—なんと—自転車で飛び越えられるという瞬間に、子どもたちの歓声が爆発！最高の盛り上がりでした。

演奏と旗のパフォーマンスで会場を盛り上げてくれた ECHSガウチョバンド にも感謝します！

コミュニティ掲示板

ご存じの方もいらっしゃると思いますが、現在進行中の政府閉鎖により、**補助的栄養支援プログラム（SNAP）**などの重要な給付が一時的に停止する可能性があります。これにより、一部のご家庭に影響が出ることが懸念されています。

この状況を受けて、PTAは地域コミュニティの皆さまに、食の不安定な状況に直面しているご家庭を支援するご協力を呼びかけています。

可能であれば、WCCUSD地域にあるFood Bank of Contra Costa and Solano（コントラコスタ＆ソラノ郡フードバンク）への寄付をご検討ください。
（※フードバンクへの現金寄付が最も効果的な支援方法です。大量購入によりより多くの食料を提供できますが、保存食品の寄付も歓迎されています。）

もしご家庭が食料支援を必要としている場合も、上記リンクから地域の信頼できるフードバンク情報をご覧いただけます。
